Q-Jet Secondary Lockout Not Disengaging

I'm putting my 800 CFM M4MC Q-Jet back together with a rebuild kit and the only thing I can't seem to figure out is why the secondary lockout lever isn't disengaging. No matter what position the choke is in, the secondary throttle plates are always in the locked shut position. Is something missing from the other end of this secondary lockout lever? Here's a picture-

there is something wrong cause the lever can't swing away from the lock out pin on your carburetor.

I just put a body onto a base to show you what it should look like


here is the lever resting on the stop with the choke off, it shows the opening between the lever and pin

I remove that lever on my carbs so it never interferes, some guys cut the pin. It is just there to prevent the secondaries from opening when the car is cold but I don't too many of us who would floor the car with the choke still on.

Ok, I still can't see how the hell this thing is supposed to be set up. Here's a video of me working the throttle, you can see the secondaries binding.

your choke isn't coming off, the lever is held off when the choke is off by the pin that comes up with the choke rotating off..

I removed the choke housing and took some pictures from the backside which may help
