rear valance 84 monte

i think that's what its called.
both of the upper hold downs have ripped out.
there is a stud with a nut that holds it secure and the plastic has broken at the bottom of the plastic.
this is right above the licence plate.
anyone ever fixed this?
I plan on putting a plate holder on that stays down after I repair it.
