It will only light when you turn the piece on the column manually, figured while the car is all tore apart if I have to run a wire or something would be easier now. What would be the easiest solution to making it work right?

Assuming an aftermarket shifter: you can reinstall the backdrive linkage from the trans to the column, use the switch in the new shifter and tie the lights in, or just use your hand to turn the column like you are now.

Factory shifter which is why it is weird to me that it doesn't work

Not totally sure where to look other than running to the column but I don't think it is there

Does the collar on the column rotate at all when you move the shifter?

No the collar does not move, but the steering wheel locks. What do you think that means?
