Rodents in the wiring

So I've dug an 88 cutlass out of a field that seemed solid enough but there's a lot of chewed wires and hoses. There's one in particular I need help identifying where it leads to and would it keep the engine from starting?

looks more like an emission device. if so, it shouldn't be cause of a "no start" condition
