Let's try to look past the whole big rim thing where it looks like he cut the quarter panel to make them fit but a bigger issue is he cut the roof and in this picture to me it looks like the whole front clip is leaning downward because of this lack of roof support.
I have been looking for a clean unmolested Regal or Cutlass to become my next project car and stuff like this is what I constantly see
I guess I will never understand why someone would totally ruin a perfectly good Regal like this.

The frame should support the front end, not the roof. But yeah, it shouldn't be pointing that direction. I'd suspect it was seriously wrecked and the frame tweaked hard. Looks like he's probably got the inner fenders removed to fit those shoes, too. Then again it could just be trick on the eye and just that trim piece is hanging crooked.
 
The frame and body work together, not as isolated components. The lack of a rear seat brace causes the rear frame rails to distort more for example. Something like that open air donk would require major frame reinforcing to make up for the lack of roof support, which I doubt he did. That car is a rolling death trap now.
 
Judging by the looks of him he's young. About that same age I seriously considered doing the same to my Cutlass, I just didn't have the balls...That and it was my daily driver rain or shine. But the rolling death trap is right in my opinion. These cars in stock showroom condition aren't safe at all compared with modern cars. That roof cut and I'm sure there was hacking done on the chassis really hurt the integrity.
 
Is it on Carigslist because he can't pass the MI safety inspection?
No, we don't have any kind of mandatory safety inspections here which maybe explains why I see so much rolling junk.
 
I think the optical illusion comment is right. If the front clip shifted, the gap between the doors and fenders would be boogered.
 
Cutting the roof won't cause any structural damage. T-tops only have a center channel which won't keep the car together if that was it's purpose. I think the rear fender openings were either damaged from the tires or the fenders were modified with a sledge hammer
 
That front clip looks like it is sloped way down in the front. The gap between the fender and door doesn't look right either. It does look like there was some trimming done at the front and back of the front fenders and also at the front of the rear quarter.

I have also wondered what kind of ride you get going down the highway with tires like that? There is absolutely no sidewall on those tires which leads me to believe you would feel every crack in the road.
