Seam sealer or paint first?

What I usually do whenever all the carpets are out is to apply a coat of POR-15 to the entire floorboards, trunk, wherever water can cause mischief. Because if it is not leaking now it probably will down the line. This way I am protected for when the inevitable occurs. As we all know leaks are never obvious at first. They begin small and the carpets get wet, hold onto it, and the rust begins. We find it out too late so a coat of rustproofing when the metal is sound is just good insurance.
I would only apply por 15 to rusty surfaces, it does not adhere to clean metal.

Yes and no. Clean recent paint- no. 40 year old weathered paint- yes. Especially if roughed up. Another reason I will go with the Rustlok. It just has to be free of grease and oil. If just painted, it should be sanded, but it doesn't take long for it to weather outdoors and be re-paintable very soon. I repaint and touch up my trailer all the time. It adheres to weathered paint pretty well, much better than the POR.

Epoxy prime over the bare metal, allow it to dry, scuff with a scotch brite pad and apply seam sealer. Then can 2K prime/paint or just paint over it.
