85 olds 442. I currently have an AC Delco 75s battery. It’s about 7 inches tall.

Issue 1: Battery isn’t tall enough for the hold down brace to even touch.

Issue 2: The plastic tab is broke toward the engine side. I basically have to use bungee straps.

Any help would be appreciated. These small nuances with this car is becoming very annoying fast. Like this battery issue since the tray is part of the inner fender.

On a cutlass I used to own I put a steel L bracket from home depot in the spot where the tab broke off the wheel well and riveted it in. Also used a scrap of plywood under the battery to tighten it up to the upper mount . Worked for years until sold and If painted nobody would probably be able to tell if they weren't looking.

I have also seen people put a length of heater hose between the battery top and mount. Mostly on optima batteries for some reason.

You could try the HD battery hold down. It appears you have the standard battery hold down, p/n 22506770. The HD hold down goes a bit deeper. If memory serves, the HD 75 series battery is about 7" tall. Thereabouts. GM part # 22512299.
