I've never heard of any brand being ineffective or 'no good'.

Viking, QA1 are good choices. The motor/drivetrain combination is relatively irrelevant other than weight of the components and intended use of the car imo.

I just ordered a set of QA1 Pro Series Double adjustable coilovers for my Cutlass. I will report back when I have them installed!

Just handling and upgrading the suspension
Coil overs are somewhat overkill. Comes down to your budget. IMO proper suspension maintenance and good shocks will get you by for normal use. With that in mind I'd recommend Bilstein shocks and replacement of all bushings and steering components that are worn.

If you can swing the cost of coil overs though, then have at it.
