I'm trying to understand how to best apply penetrate to body mount bolts.

If the bolts go into caged nuts that are way up in the frame, how do you hit the threads on the bolt or the caged nut itself?

I'm not at home but I've been reading and from the few pics I have found it doesn't look like you can see or reach the actual threads.

Forgive my ignorance if this question is as amateur as I assume.

Thanks,
Cd

Just saturate the general area with approximately 1 can of PB Blaster per bolt.

The ends of the bolts aren't usually the problem.

The middles get so rotted sitting in the rubber mount thats where they snap.

But i use PB blaster just get the nozzle hose up in there and spray away and spray spray spray

Then go back tomorrow and spray it again BEFORE you even touch the bolts

I sprayed mine for about a month or two before I tried turning them.

Another issue is if the bolt doesn't break the cage of the cage nut is rusted thin & breaks free with nothing holding the nut in place.

So the rotted rubber mounts actually seize against the middle part of the bolt to the point the bolt will actually snap?

I sprayed penetrating oil into the bolts everyday for several weeks. After awhile I would try putting a little pressure on them with a breaker bar.
Fortunately, I didn't even snap one bolt, but a few were on the verge. Some were pretty eaten away. So, I urge you to be patient and don't try to muscle them loose too soon.
I've used PB Blaster, which is a good product. I also use Kroil, which my friend who is a retired jet aircraft mechanic recommended. Another great product.
Just let the product do it's job and soak in well.

These guys are right... PB Blaster really works well, and you will definitely want to spray them several times. You will definitely use a whole can easily, and maybe two cans if they are really bad, or your car has spent time in the Northern part of the country. Do NOT use an air impact. Spray them several times, and use a hand held breaker bar. It's the rubber bushing that traps water, and therefor causes the rust/rot of the bolts. Then they are prone to snapping. I was lucky, as my car was a Southern car. PB Blaster for (2) days, and all of them came out with a 3/8" hand ratchet. My results are NOT typical.

Definitely not, my Monte I did 20 years ago and didn't have any issues but my Regal beside having to rebuild the mounts under the rear seats I also had to cut out all of the trunk ones and 2 others.
