I have an 88 Cutlass Supreme Classic with a stock stereo,the car only has 19000 miles in it
My problem is when I play the radio,I get very loud crackling from the speakers
Can you guys help me?

Lots of times the volume knob contacts get dirty from lack of use. I find working it back and forth aggressively will often clear that up. Or spraying with some contact cleaner that you can get from an electronics store helps too.

Of course the paper in the speakers could be blown just from old age as well.

This ^^^. This issue is more common in cars that have been smoked in. No one here had a mullet or smoked in the 80's right?
