I bought a 1978cutlass and is there a way to rase the front seats

Each seat is held onto the tracks by four bolts. You can try adding longer bolts and spacers, maybe a stack of washers. Depends upon how much lift you seek.

I prefer to add power bases to all my Gbody seats including the passenger side just to have the adjustability but if an extra inch higher is all you need than you could add spacers between the seat bottom and track, I believe the manual seats already have about a 3/8" to 1/2" steel spacer there since I had to add those when I put the manual tracks on my 60 /40 seat since I used the power bases on my new buckets.

Very nice looking Cutlass.
Power seat tracks will cost you, but longer bolts and a few washers or spacers are cheap at your nearest hardware store.
As for myself, I have shorter legs, but longer back, so I need my seat lowered because my head just touches the headliner. Its a little bit annoying, so I wear a hat when I drive my gbody.
