I swapped out my 22" IROCS with my 15" rallies.

The problem is I have this rubbing/clicking sound on the front drivers side tire/wheel, that sounds like its in one spot of every revolution of the tire.

Nothing behind the wheel is touching the wheel or tire to produce this noise.

1) Re-tighten the lug nuts, Could be a loose wheel.
If noise is still present
2) Remove the trim ring from the wheel. Could be the ring rubbing against the tire at the rim edge.
If noise is still present
3) Inspect tire for manufacture date and possible tread separation. Tiger Paw GTS are an older Uniroyal tire (I have them on my 79 Monte Carlo for now) and they may be on the edge of failure.
This explains how to read the codes.

I had a situation where a wheel weight on the backside of the rim was just barely contacting the brake caliper every revolution. Eventually it clearanced itself.
X2, had the same issue when I did my 2016+ Camaro caliper swap with 18" rims. Re balanced them and moved the weights slightly so they wouldn't touch the caliper.

Smaller diameter rim, wonder if you are getting a touch by the rim on the upper control arm? Had that happen with a set of camaro rims on my 79. The backset was too deep and brought the rim too close to the ball joint pocket. I choose to shave the shoulder of the arm down and, several years later, the control arm failed. Was able to wrestle the old arm off the spindle and upper mounting bolts and schlep on another one I had in my stash. The rim hit that too so the moral was that Camaro rims fit Monte rotors but are too deeply backset to clear the control arm.

Removed the spacers from the front tires and made a huge difference...still has a faint rubber squeak sound every revolution, but much better than before.

I guess I should've removed the spacers when I removed the 22" IROC's.

Rallies and tires came from a 79 Malibu, tire manufacturing dates show '07 and '08.

Nothing behind the wheel is rubbing the wheel or tire...

Thanks for the update!
Try removing the trim ring from the wheel and check again for the noise. I had a set of 245-60r-14's on stock 14 x 6 steel wheel years back on my 86 El Camino. the tire bulge caused the trim rings to rub the sidewalls and had a sound very similar to the noise in your video. I ended up changing the rings to a deeper set that fit the wheels.
Just as a side note, your tires are 14 and 13 years old, Keep a close eye on them. While mine were manufactured in '14, I'm still not fully trusting them to last much longer.

Any possibility that your squeak is coming from the outside? What I am thinking here now is that the outer sidewall of the tire is making a passing brush style contact with the seam along the perimeter where the inner and outer get screwed together. Wouldn't need to be a cutting or gouging interaction, just enough that there is a brief rub in passing.
