TPS adjust?

hey guys,
I think i have a problem with my TPS.
I have 3,5V by closed throttle and 4,8V with fully opend.
I try to adjust the voltage by turning the small screw in the pic but nothing happens...
What is wrong here?

Can't tell from pick, but that looks like a screw in style plug over the TPS adjustment location so you're basically turning the plug and not the TPS adjustment screw. I'm sure that's not the case ( as I assume that would be obvious to you if that were the case ) but that's what it looks like in the pic!

Other most likely reason is it's just a bad TPS.

Looks like the carb was rebuilt not to long ago. The plunger on the TPS could be interfering with the gasket and not extending all the way out.
