Turn signal question

My right Turn signal works just fine, my left just stays on. I replaced the rear bulb and no difference. I tried the 4 way flashers and all flash fine. So I'm thinking the flasher relay? what do you guys think. Also My flasher relay is not in the fuse panel. So do you guys have any idea's where it would be located. 87 SS. Here is picture.

Side note, Under the center console I have a connection that has been cut, any idea's what it is for?

Shouldn't be any other place besides the fuse panel... gotta have one to make it work too.

I didn't change the front because it works with the 4 ways on. Are there two elements in the front bulb? If it works with the 4 ways on, should work with blinkers on? I would think but that is why I'm asking then..Hahaha

Also if the relay is Bad all the turn signals would not work? Not just half the car? I guess I never seen one side of a relay be bad?
