Umi sway bar setup question

It sayes in the instructions to sit in the car and measure from the ground to the bottom of the door jam and to raise the passenger side 1/16 of an inch higher and set preload. But how do I set the initial preload. Is the sway bar supposed to be straight, angled up a bit or angled down a bit. The sway bar I have has brackets that bolt to the chassis not the control arm

depends on what you're setting it up to do,i set up my pro tour bar as "neutral" Neutral means with the car sitting on all four tires, driver in seat, the end link (doesn't matter which side) slides in and out of the corresponding bracket off the frame easily. bar straight across,No torsion jacked into the bar.
