I recently found a good set of these at a junkyard so I grabbed them because mine are broke off. The thing is, I have no idea what they do or what they are called. Is there any particular way they need to be installed? When I took mine out awhile ago I just pulled them out real quick and threw them away without giving much attention to them. Thanks

They unlock the seat belt retractor when the door comes open.
 
That's a feature that I wish cars still had. You could tug on the seatbelt and it would lock in place so it wasn't putting constant pressure against your body. When you open the door it releases it retracting the belt back in.
I may be inclined to wear my seat belt a little more if cars still had those.
 
My driver's side belt doesnt fully retract on my shoulder like it should. I have to open the door and pull the belt for it to retract. I dont have this part in the driver's side so would this be the reason?
 
Yes, that is the reason.
 
As other have said it is the seat belt release retractor.
Yes there is a left and right side and they need to be installed so that the end fits in the correct location to function.
 
Is there any trick to installing these? I see an arm looking thing with a hole in it that the red/orange end of this lever I assume is supposed to slide into but once it's in there I cant see where the end is and im unsure if it hit the hole or not. I tried taking out the vent but theres no way to see down in there to line them up. Any tricks?
