what kind of front lip is this

i was browsing ebay the other day and found the clean cutlass, i notice it had a front lip i have never seen before and thought it looked nice. does anybody know what company makes it?

I don't think it's anything more than that cheap moldable plastic stuff sold on Ebay that are sold as "air splitters".
