On the passenger side of a Oldsmobile 307 block there is a fitting with a vacuum connection what is this for?

Agreed. Although the plastic around the pin looks broken.

The knock sensors weren't used on the Cutlass AFAIK. They were 88-90 deals when ESC reared its ugly head on the 307. Screwed right in the place you have yours, in the drain plug port. If it's not going back into a big car, 88-90, just yank that puppy and put a screw in plug there. Make sure it's the right threads, though. I think it's NPT, but not 100% sure.

Yes that is the knock sensor. The piece sticking out is not vacuum, it's the electrical connector.

The plastic connector has been knocked off. Pontiac 301 and 301 Turbo had the same mid-line intake manifold behind the carb. It's an early C3 style single wire connection.
