Can I get these wheels to work on Monte Carlo with stock brakes with drum

What is the rim width?
Are all 4 rims the same width?
If they are all the same width then 2 different offsets will have fitments issues.
IMO I would pass on 14" rims unless you are doing a stock restoration since 14" tire selection is very limited and upsizing is realistically a better option.
Also Crager S/S rims are very heavy and Uni lugs suck.

Rear will fit over drums just fine unless you have discs in the back, then it's still up in the air. Fronts? As noted, not enough information. Sure, stock disc brakes can handle stock factory 14" G-body wheels. But it's been so long since I've had Cragars, I just don't remember. My Cragars were 15 x 8 so I had no issues on a 71 442 with front discs, but it was close.

So now at best...you can get a "maybe" for the fronts as far as clearing the caliper.

They look to be 14 x 6 standard (Had a set at one time) and reverse set. Physically they will bolt up but you will have that "Frog" look happening also sucks for rotation.
I have to agree with 565bbchevy that 14 inch tire selection is limited but if that is what your budget can afford, offer a buck fifty and see if he will bite.
I had tried my 14 x 6's on my 86 El Camino years back so I do know they fit.
Personally I would look for a set of 15's.

By considering Cragars, your not staying STOCK anyway. So as already stated go with 15-18 to allow for possble brake upgrades
