can anybody tell me what color the wire is for the fuel pump on a 84 cutlass?

None, since it should be a mechanical pump.

how can i find out it didnt have a motor in it when i got it but i was told those years were electronic?

You could try to look to see how many wires are going to the top of the tank. Should only be one(going in from the front of the car), then another one coming back out(prolly toward the rear of the car) that goes to ground. That wire would be for the fuel guage sending unit. Any more than that and I suppose it could be for an electric pump.
However for 84', there just wasn't any fuel injected motors in the Cutllass.
