Ok, just drove home and stopped to drop some stuff off. I saw that the inner head lamps are on at low and both outer and inner with high. Are the low beams supposed to be the inner?

Low beam is the outer, that's the way they came from the factory. Now it really doesn't matter how you run them the wires should reach, so it is personal preference as to whether you run them the way the factory did or be different and run the inner lights as your low beams.
Last owner might have just switched them around, as long as they're aimed right it won't matter which is where
