the dash gauge is right and shows a little lower then 1/4 tank when the engine acts like its out of gas any ideas?

I have the same problem the engine was swapped from v6 to v8 and i didn't get a carbon canister with it so there's a fuel vent under my hood and idk what to do with it, i was told NOT to cap it but my engine bay smells like gas :?
