That setup is a return style, will keep fuel cooler and fuel pressure more accurate as it is not dead heading, i.e. the return prevents that. Early LS from Chevrolet had a filter/regulator that returned fuel at the filter where as the one you linked will require a line from regulator all the way...

Slim chance but do you have a clamp on meter you can watch the amp draw when the relay pulls in? The inrush when a motor starts should be the highest amperage you see but settles down and depending on the motor draw can be up to 3 times the running amperage.
