Summit carries frame rail extensions for around $75 or less. I used one when I swapped an 84 El Camino frame for my rust-rotted 87 frame. Parts folks sometimes don't know about this extension being required to allow installing a transmission cross member into different vehicles.

Much of what others have contributed is worthy of consideration but before doing any patchwork and repairs, you should also be looking into the cause or source of water that lead to the rust. That would definitely be the very FIRST thing I would do!
If I recall correctly, SC&C did not manufacture any parts themselves; most of the parts for their suspension packages were from different vendors. I have a pro touring package installed on my 87 Elky and will check it to see if there are any labels or markings to identify a manufacturer.

Definitely heat and/or fuel-related! Next time this happens, open the gas cap and listen for a whoosh sound. This would indicate a need to replace the cap. Next, candidate is the insulation under the carb which would contribute to fuel starvation due to fuel-boiling and evaporation.
