1984 Olds Cutlass wipers not working

i've had my 84 olds cutlass sent to a dealer twice to fix the malfunctioning wipers.
they still act up. i can hear the motor going but the wipers move after *several* seconds pass, not using intermitent mode.
just wondering if anyone had thoughts as to what to the problem may be?
is this something i can easily look into at home?

The trans could be shot and the motor is running but not moving the arms. Run the wipers and place your hand on the motor to see if is still running. If it is not running you could just have a bad motor.
