I can pick up a 200r-4 for a 150$ and am planning on possibly getting a 403 in the future. my question is will this transmission be tough enough for the 403? thanks

BPO is Buick-Pontiac-Oldsmobile. They use a different transmission bolt pattern than that used for Chevy blocks. 85 Cutlass probably had Buick 231 V6 or Olds 307, so it would most likely be a BPO pattern transmission.

Most B bodies using 403's were teamed with the bigger 700R4 overdrive, but the 200R4 will be tough enough IMHO, many say it's as strong as the 700R4. Just be sure it's a BPO bolt pattern 200R4 to use with your 403.

No, they weren't. The 700R4 (and 4L60 and 4L60E) were never built with a BOP bellhousing. Olds (and Pontiac) used the TH350 behind the 403. Considering that I wasted a 200-4R with a stock 307 Olds, I strongly doubt that a stock 200-4R will survive behind a 403. I am actually planning on using this same combo in my Custom Cruiser. I got all the good 200-4R internal parts from CKPerformance (http://ckperformance.com/index.html). They are very knowledgeable and build lots of 200-4Rs for the Turbo Buick crowd.

And as an aside, the 700R4 WAS used behind the Buick V6 in the F-body cars, but those were 3800 Series II FWD blocks that used the narrow bellhousing pattern from the 2.8 liter Chevy V6.
