200R4 Trans issue

I have an 1987 Olds 442 with the 200R4 Trans when I try to drive it the car won't go past 15mph :? I have checked the TV cable & it wasn't bent & there is no leaks coming from the transmission but it makes a funny noise at idle not sure if its the Torque Converter or the Front Pump. If anyone had a similar issue your two cents will be worth a lot to me! Thanks in advance G-Body heads! 😀

It could be the governor if it isn't shifting at all. I changed to a 4L60E filter and it was sucking air, made noise but shifted and had a weak reverse. Dropping the pan may be necessary.
