229 v6 flatline

I have a remaned dualjet 210 a 229 v6 aod transmission. (getting ready for an engine swap but not till I get back to iowa) its jetted for a chevy 283 but at low rpms its very boggy and has symptoms of running lean until I get up into the 2rpm or higher range otherwise it flatlines half way down on the pedal in each gear till it gets up alittle. The carburetor has been adjusted first by me decently then later very precisely by a great mechanic who has built funny cars, drag, and street cars all his life. It has been checked multiple times for air leaks and the distributor has been properly timed. Also I recently had a new gas tank and sending unit installed and cleaned the inline fuel filter and added a lower larger fuel filter. I am stumped at this point and id like to track this flatline down.

The engine also has almost no smog controls left on it at all. p/s, p/b, and cruise control that's it. and its not a ccc carb.

A stumble can be either a rich or lean condition. Sounds like maybe the accelerator pump is dumping too much fuel, and the motor has to clear it, catch up? Do you have black smoke?
 
No black smoke. No smoke at all. All I have is a little bit of a rough idle when warm and a complete flatline. Everything runs fine, good fuel pressure, air flow, plugs, and new wires. The carb probly needs tweaking after driving 1000 miles plus 45 minutes to work everyday for the last few weeks but it flatlined before the trip too. I also had the distributor looked at and adjusted before the trip too because of backfire when I first got the car which it fixed. I'm almost thinking its a transmission thing also though. Because at full or even a little over of fluid I get slippage in only reverse and the drive gear. Also sometimes in drive gear it will almost completely skip 2nd gear. But actual 2nd gear works just fine. So im still sitting here trying to figure it out.
 
Are you certain the TV cable is properly adjusted?

As far as the carb goes; if it is jetted for a 283, it is probably drowning that little v6.
I would install the appropriate rods and jets and try it again.
