Hi i got a 400 stock bore short block and there is little dings at the top of cylinder on the angle not down in the cylinder though you can see by the pics the little chips. I was wondering if i should run it or not . Or can i resleeve it? its on 3 of the cylinders but idk if this would even fix it

Disassemble it and take it to a reputable shop. Sleeving is not expensive, but may not be worth it on three cylinders. I can't find the 'after' pictures, but a local shop saved this one that split the #2 cylinder wall. #4 cylinder edge also looked kinda sketchy, but it milled out smooth when the shop cut down the sleeve to flush.
