I have a 1986 Cutlass Supreme Broughham and recently found a 1978 Pontiac/Oldsmobile TA motor. A 403 with a 400 turbo transmission. Replaced pistons, rings, over-sized cam with rockers, a double-chain timing belt, vollypan, a new edelbrock intake with the 750 double pumper carburator, front &rear seals, a new distributor, had the heads totally re-done, a new oil pump, added a new drive shaft with a brand new yoke. I wanted to know what sized rear-end would I put in to be a daily driver and weekend runner.

Are you asking what gear ratio? If so, considering that the 403 has decent torque and you aren't using an overdrive transmission, a 3.23 or 3.42 would be a good compromise gear between acceleration and mileage. You could also consider a 3.73 but an overdrive transmission would tame that down at highway speeds.
