Problem: Power steering belt is touching the alternator belt.

I have a 1986 Buick Regal w/ an Olds 350 (395558-2 late 70s variation with #8 heads).

My belt routing is as follows:

A/C, water pump, crank
Alternator, water pump
Power steering pump, water pump, crank

This setup appears to be from the 307. It appears that the power steering pulley is bent. If that diagnosis is correct, I still can't find that PS pulley. It's a single groove with 3 holes in it.

Let me know what you guys think.

It's hard to tell from that photo, but to me it just looks like when the ps belt was adjusted, the pump is just cocked. Try loosening just the rear nut or bolt on the ps pump and see it it straightens out. A bent pulley will wobble while running.

the reason I don't think that's the case is because the pump is "straight". I'll try what you said though, as a matter of fact, I'll remove the pump and I'll know for sure.

Is the rear brace attached at the back of the power steering bolted to the block?

There should be a spacer with that brace bolted to the block.
Absolutely correct. If any of the spacers are missing, it ends up crooked.

I always hated replacing PS pumps not just on Olds, but most GM's. ELCAM is correct. All of those washers and spacers need to be installed for the pump to be correct. Also, IIRC, that washer #2 is not a standard washer so if it's missing, you'll need to get one of the same thickness.
