Back spacing

I just wanted to hear some thoughts. I’m going to purchase new rims and tires. i Have a 1980 Monte Carlo. I’ve read threads on here that they put up front as much as 6.25 inch back spacing. Also 5.29 inch back spacing. I bought a tool to measure for back spacing and the most I can get is 4.65 without hitting the spindle arm and it looks like at full turn it will rub the frame. How is it possible to get 6.25 or 5.29 without hitting the frame? Do you think they extended the stopping point of the lower a arm? I have a lowered spindle do you think that’s why a 18 inch rim will still hit it? Any ideas would be greatly appreciated
