blowing hot air from floor vents under by the ash tray when driving on highway . I do not have the ac install on my car .
 
I could only guess your blend door lever is worn out like mine. That might be an a/c car thing only but I wouldn't know. I have my replacement part but I've yet to install it. Instead every summer I use a long screwdriver to manually push the door closed to keep the heat out. I really should get around to that.
 
same thing with my 86.it got worse when I put the cowl hood on.i guess more air can get to that area to come thru.
I also think its a bad seal on the blend door.
one thing you might try is to hook full vac all the time on the blend valve going into the heater core.(assuming its still there)
this should keep the heater core from heating up.
im trying this myself this weekend.

What are the steps to fixing it ?
 
So often the blend door does not seal, and even without having the fan on the air is blowing thru the hvac box. This has been happening since the cars were near new. In a nutshell with no seal you get hot air coming thru the blend door. Do a search for Gbody hot air and you will get plenty of results.

Often if you look up under the dash there is a rod that controls the blend door. That push cable \ rod is broken or popped off and not closing the door ( zip tie holds mine in place now ). There is also strip foam on the door, but that wears out over time ( blowing bits on to the floor ) and requires pulling the whole dash out to get access and replace that strip foam.
If you do go as far as replacing the foam then its also good time to seal up all the duct work with foil tape or vapor barrier tape as well. As well I also put electrical putty in where the evaporator lines go into the hvac box to help seal it up ( factory used loose fitting foam ) Those 2 made a big difference in fan output ( which I know was not your concern but a might as well item ).
Otherwise like mentioned above to compensate for my lack of want to pull the dash I hook manifold vacuum to the heater valve in the summer to keep it closed ( others use a plumbing fitting to manually block the flow ), and I completely block the floor vents with rags to force the air out of the vents \ defrost.

Yeah I might zip tie it and block the vent with rags
 
Is your heater bypass valve in place and working? If hot coolant is circulating through the heater core and you have air blowing across it (say using the "Econ" setting) you will get hot air in the cabin.

Although you have to verify if that's the issue. Grab a flashlight and open your glovebox. Remove the nut that holds the cable that stops the glovebox door from opening all the way(remove all glovebox items. Carefully lower glovebox door. Shine the flashlight in and move your heat lever control back and fourth from off to all the way on. If you see a whole bunch of slop and any broken parts, that would well be your issue.
