Bumper Reinforcement Question---PLEASE REPLY

I just stripped down my front and rear bumpers so that I can send off the chrome portions to be fully restored and rechromed; however, when I say the condition of the (inner) reinforcements I was surprised because they look corroded. I was under the impression that BUMPER REINFORCEMENTS are ALUMINUM.....

So my question is, according to my pics, are the reinforcements restorable????

Is this normal.....?

Can surface rust on my chrome bumpers prevent them from being restored?

Can't see the photos dude but I will tell you that not all of the G-Body bumper back iron pieces were aluminum. Really just a few (probably a few thousand) but in the big scheme of things, not that many.

Part of the chroming process is copper plating, the copper can be sanded to finish small imperfections.
