Can't get Camino to crank

Ok guys. 1980 El Camino swapped in 350. Can't get motor to crank. Bench tested starter it's good. Checked signal wire when key cranked 9.83V. New battery cable to starter also 12.43V. When signal wire not hooked up to S side of starter 12.43V. Bendix engages but isn't turning. I don't know if I'm missing something or if there's something wrong with the starter. Any ideas?
 
Check any and all grounds and both cables at battery even if im stating the obvious. Something thats made me look dumb a few times with auto and city electrical is getting voltage readings that look ok to find out theres not enough amperage to operate sh*t. Example would be 0 gauge cable with 1 strand connected. Probably takes milliamps to operate voltage gauge, takes like what, maybe 100 to 200 plus amps for a starter..
Just a thought, being it spun on bench test
Battery ground to engine , engine large ground to frame, I like to run additional ground wire from battery to frame also just because grounds frequently fly the middle finger at us. Ill assume that new batt cable is large enough and doesn't have defective connections.
