Can’t get my uppers off

So I’m working on my 82 cutlass Calais and I’m replacing the uppers and the bolts in the back won’t budge !
I tried everything i just got done using a torch and it still won’t come off any help?!

The bolt is supposed to stay in the frame. Remove the nuts, slide arm off studs. If the bolts are loose, the alignment guy is going to hate you, they're splined so they don't rotate when the nuts are loosened to shim the shaft
Mine used to be splined, bummer.
