Carter/edelbrock carburator choke help

Been working on the car working out problems i just went to try to adjust choke and the black housing is warm without car running ,should it be or not , im really not sure

It should only be warm when it's working. It should only be working when the key is in on. Since you say it's warm even when the car ain't running, are you also meaning the choke is opened up at this time too?
