That is one to jump on for $3k for sure. It's hard to get a good used car for $3k now, none the less a nice classic Monte that will only go up in value if kept decent and not turned in to a pimp mobile. There is an all original '83 Malibu wagon on E-Bay now that is fetching over $5k.

The fact that it is a T top car AND a factory SBC car makes it prime material to play with. Just think of all the little things you wouldn't have to change if you were to swap a real engine in it. $3k is not a bad deal at all if the body is good.
