Hate to say it, but your only option is to either cruise the junkyards or the classifieds for some clean ones, and then get them rechromed if you want them nicer.
 
could always fill in the dings with body filler and paint them to match the car if all else fails
 
Paint doesn't like to stick to chrome.
If you want to paint them, you should either take them to a chrome shop and have the plating stripped, or you can have them sandblasted.
 
Rechroming G-Body front & rear bumpers will cost you about $1500 total and they will look great. If you're trying to save some money, then have them powdercoated (first they'll get sandblasted, or course). You can have them match the body colour and powdercoating will also last for a long time.

painting bumpers???-- gave my 78 GP bumpers a light sanding- 120 grit -- painted on POR15-- and then color & clear PPG -- 7 years later they still look same as day I finished them - also looks a little more contemporary IMHO
