Looking to see how I can clean these. Or will I just need to get them redipped. Any help would be awesome.

Are these chrome over aluminum? Very few places do them, and it is usually cost-prohibitive. As stated, likely cheaper to replace then replate
 
80. 120, 320, 600 sandpaper and aluminum polish.

Agreed. I would keep going to 1000 or 1500 and then polish out. (IF they're aluminum)

Nevermind magnet doesn't stick must be aluminum
You can still have chromed aluminum and striping that down to get to aluminum so you can polish it probably isn't worth the effort.
 
Chrome won't just strip off without special chemicals & probably pretty low grade of cast aluminum underneath , which wouldn't hold a good polish for more than a few weeks at best anyways. Chrome is way harder than aluminum & trying to sand just will be a mess
Polish what you got left to look ok from a distance or replace. No easy repairs here.
My wheels are getting to same condition at rim section, At best I may scuff & clean enough for epoxy primer to stick, prime, sand , reprime, & paint as a temporary if I can't replace when I get to that point.

What brand rims are these and what are the specs? (rim size, B.S. or offset, bolt pattern) This can determine if they are even worth the time to do anything to them.
