When building a motor and you are trying to run a car with no computer do you have to have a EGR? What exactly is a EGR?

No. EGR stands for Exhaust Gas Recirculation. In a nutshell, the idea behind it is to reduce emissions by recirculating a small amount of exhaust gases. If you want the long answer read this. http://en.wikipedia.org/wiki/Egr

Since EGR dilutes the air/fuel mixture, the factory added a lot of timing advance to compensate. If you delete the EGR you must use pre-EGR timing specs like from before 1973. This is why when the EGR is not functioning properly you get detonation under part throttle. A topic on another board came to the conclusion that EGR did not affect performance enough to warrant disabling it.

X2. EGR is only active under part throttle conditions. It is deactivated at W.O.T.

Well let me ask this. I am rebuilding a 1969 350 rocket. Did they come with EGR? And if so can I put it in an 1983 cutlass without using the computer. How would I go by doing that?

No, EGR was not required until 1973. Again, so long as you have the right timing curve in the distributor, it's a non-issue. You can't use the 307 parts, however, unless you run the computer.
