Vacuum comes from base of the carb. Goes through an EGR solenoid controlled by ECM. Goes from solenoid to EGR valve. If you have a vacuum hand pump you can manually open the EGR. If the engine doesn't stumble when you apply vacuum to EGR at idle - suspect EGR. If the EGR valve does work check the function of the solenoid. Unplug the electrical connector and apply vacuum to the carb side. Use a jumper wire to activate solenoid. Vacuum should drop off. If it does - solenoid is OK. Next test wiring between ECM and solenoid. If wiring tests OK - suspect ECM.
