The ports to the EGR are usually plugged with carbon. I use a old piece of speedo cable in a cordless drill to "Roto Rooter " the passages in the intake manifold.. Egr valves are not that spendy. So replacing it is not a bad Idea.

that doesnt sound like a bad idea with the spedo cable but how can i tell if its my egr valve or solenoid that is faulty is there a way to test either i tried pushing up on the diaphram of the egr and it does hesitate the motor or kills it i dont want to have to replace the egr if i dont need too

You could test the solenoid with a vacuum gauge , But you will need a friend to apply the brakes and give it some gas ,watch the gauge and see if the solenoid allows vacuum at open throttle. Some EGR valves bleed vacuum and some don't. If every thing is working you should be able to feel the valve lift while Its being brake torqued.
