Emergency brake cable seized help

E brake doesn’t return, pushed it all the way down and it didn’t return on pressing it again, I think it’s seized and it’s kind of hard to tell what cable but I have a suspect it’s the first one that starts to the pedal all the way to the middle of the frame to another cable, can someone confirm this for me?
 
Over all it'll be best just to replace all three cables. The front cable is the one that contols the kick back of the pedal when the brake is released & it's degraded enough to fail as it has. I wouldn't be surprised those are original cables.
 
Can you get the pedal back up by lifting with your toe after releasing the latch handle? If so start by lubricating the pedal assembly pivot. Check to see if the spring broke on the pedal assy.
