Emergency brake cable seized help

E brake doesn’t return, pushed it all the way down and it didn’t return on pressing it again, I think it’s seized and it’s kind of hard to tell what cable but I have a suspect it’s the first one that starts to the pedal all the way to the middle of the frame to another cable, can someone confirm this for me?
 
Can you get the pedal back up by lifting with your toe after releasing the latch handle? If so start by lubricating the pedal assembly pivot. Check to see if the spring broke on the pedal assy.

That shouldn't be a press and release style. It should have a release cable attached to a handle that goes to that lever by the arm. In the photo the purple wire in a black connector is resting on it. And there's no cable in that little groove in the arm. Meaning the release handle is probably MIA. Pull that lever towards the driver's seat and the parking brake will release, or should
