These illustration came out of the 1979 NPN book. Some states do test for emissions and hope this helps for some of you.
I just stumbled on those pages, I hope there's more for the other years.

Its not a stupid question, if the 84 ss still running the stock engine with the CCC system and you removed all of the emissions related parts including carb and distributor and replaced it with a non CCC carb, distributor and used one of the diagrams, yes it will work as long your state doesn't test for emissions.

If Kentucky doesn't check emissions then your all set.
Purpose I posted those diagrams is to help others out that have strict emissions laws in there state. I know it doesn't cover every GM engine but its a start. Just need to look at every page in the books I have, thats how I found those diagrams.

Is this without emission (CCC).?

That is with the CCC. This is the diagram I used for the small block (267) in my 79 Monte Carlo when I swapped a 4bbl into it. Same as the 350 the carb came from. Non Computer Control. With headers I deleted the EFE temp sensor and vacuum lines . Same can be done if you do not run a EGR valve.
