It sure looks like there's a broken bolt in there that somebody started to drill out. What you need is a 3/8 - 16 but you will have to check the length against your manifold

bolts look new enough, pull one out and match it up. make sure it engages the threads by at least the thickness of the bolt, if not double. too much and it will bottom out and wont seal.

If the bolt is broken off your going to have to pull the manifold and drill it out. You have to drill the bolt dead center. Use a center punch and a pilot bit to start and finnish with a 5/16. Use a 3/8 starter tap and then a bottom tap. The key is to drill it straight. If you can't get a straight shot with the drill and a good line of vision, then you might need to pull the head and do the job on a bench. You could also try to eat the bolt out with a dremel and re- tap it. If you screw up you got one more chance with a heli coil. Good luck
