Frame mount cage nuts

Is a cage nut required for some reason ?
Some of mine broke when removing the bolts or were so rusted that they need to be replaced and I'm having to cut body to
access some of them.
Could I just drill and tap some 2" x 3 " steel bar to replace the cage nuts, place them wherever needed and just torque to spec.
 
The only reason cage nuts were used is because they can't be accessed from the top of the panel. If you'r break when removing, and it's a surprise if they don't, then do what another member of this forum (I think it was this one) suggested. Use a hole saw to gain access to the cage nut for removal. Use a grade 8 nut and bolt when replacing and then just use a rubber plug to seal the access hole. If you ever need to re-tighten or remove, just pull the rubber plug. Lot easier than trying to weld the access hole shut.
