Front wheel clearance

I'm interested in what can be done to the FRT. wheelwells to gain more clearance. I have an 80" Cutlass Calais, with new 15" Outlaw II and 60 series rubber, the tire would make severe contact with the top of the plastic fenderliner even with 1'' spacer blocks under the stk. F-41 springs and new HD shocks. The dealer took the 15's back and installed 14s. I am installing Moog 5660 S10 Springs and Edelbrock shocks along with the S10 Extreme new design bumpstops. I've seen posted that the Cutlass' may have less room than other G bodys. Can anyone confirm this?
I hope then to be able to run 15" wheels with out interference. I picked up a pair of 2003 Blazer knuckle/hub/rotor/dp calipers and I know I will need at least 15" wheels (not knowing what came stock on the Blazer).
 
Wow, that is quite the project. My 80' Cutlass Calais uses these big honkin' plastic liners. I'm a home spun car crafter and I'm sure that relocating the liners is beyond my my capabilitiies. There must be a lot more variations in front wheel well clearance between different G bodys than I thought.
The dealer that I bought the tires and wheels from was baffled too, as he said he was confident that the 15" wheels with 60 series rubber would fit with no interference. I could have lived with a little contact turning lock to lock, but the top of the wheel would make severe contact on even moderate bumps, even with the 1" spacer blocks under the front springs.
