G Body Hood Adjusters ?

Is there a trick to adjusting the hood adjuster on the header panel? I was attempting to adjust the bumper posts on my 85 el camino & noticed there is no jam nut on these adjusters to lock them in place & they wont turn freely?
 
Problem is they are steel bolt in a steel insert they are rusted together. Mine are the same way will not budge. Try soaking them with PB Blaster and let them sit for a day or two, then try to turn them.
 
I put some penetrant oil on them & they will move with some real force, but they are not rusted. Rust is non existant here in phoenix, az. There might be a technique to get them loosened up to adjust & then lock them to keep in postition?
 
Just because you're in AZ doesn't mean that an uncoated fastener can't rust together after 27 years...
It's most likely just going to break off or start spinning.
 
The Helms manual has info on how to adjust it. I used a 3/4 open end wrench & turned the cam lock 1/4 turn counter-clockwise & it released the adjuster so I could turn it easily with 2 fingers. After adjustment, I turned the cam lock back 1/4 turn clock-wise & locked it.
